Category 1, 2, or 3? Why the Type of Water Changes the Entire Cleanup
One classification decides what gets dried, what gets thrown away, and what your claim looks like. Here is how it works.
Category 1 is clean water from a supply line. Category 2 is grey water carrying contamination — appliance discharge, a washing machine, an overflow. Category 3 is grossly contaminated: sewage, drain-line backup, or water that has touched the ground. The category sets the protocol, and it degrades with time, so clean water left standing does not stay Category 1.

Every water loss gets two classifications before any work begins. Category describes how contaminated the water is. Class describes how much material absorbed it.
Category is the one that changes everything. It determines what can be dried and saved, what must be removed, what protective equipment the crew wears, and — frequently — how your claim is handled.
Category 1 — clean water
Water from a sanitary source that poses no substantial risk on contact. A broken supply line, a tub or sink overflow with clean water, a water heater tank, melting ice, rainwater that came directly through a roof opening without crossing contaminated surfaces.
Category 1 gives the most options. Carpet and pad can often be saved with prompt extraction and floating. Drywall usually dries in place. Cavity drying can save assemblies that would otherwise be opened.
Category 2 — grey water
Water containing significant contamination with the potential to cause illness on contact or ingestion. Washing machine and dishwasher discharge, toilet overflow containing urine but no faeces, aquarium water, water from a broken system that has picked up contaminants.
At Category 2, pad generally comes out. Carpet face may be salvageable if extraction is immediate and it is cleaned and sanitised properly. Drywall is a judgement call driven by duration and readings.
Category 3 — black water
Grossly contaminated water containing pathogenic, toxigenic or other harmful agents. Sewage, toilet overflow with faeces, water from beyond a trap, rising ground water, storm water that crossed the ground, seawater, and any water that has been standing long enough to support microbial growth.
Category 3 is a decontamination project with a drying component. Containment with negative air, full PPE, removal of all porous materials in the zone, cleaning before disinfection, regulated disposal, and usually independent clearance verification before rebuild.

The part that surprises people: category degrades with time
A category is not fixed at the moment of the loss. Clean water sitting in a structure picks up contaminants from flooring, dust, building materials and whatever it dissolves, and after roughly 48 hours it is no longer treated as Category 1.
Temperature accelerates it. Contact with soil, sewage or existing growth accelerates it further. And a Category 2 loss left long enough becomes Category 3.
This is the single most important practical consequence of the classification system. A loss discovered and extracted on the day has options that the same loss discovered after a weekend away does not. It is why we push so hard on calling immediately.
Class: the second half of the classification
Where category describes contamination, class describes how much material absorbed water and how porous it is. It determines equipment sizing and drying duration rather than what gets removed.
- Class 1 — minimal absorption, water largely on the surface, low-porosity materials. Fastest to dry.
- Class 2 — carpet and cushion saturated, water wicking up walls less than about two feet.
- Class 3 — water from overhead; ceilings, walls, insulation and subfloor all saturated.
- Class 4 — low-porosity materials holding bound water: hardwood, stone, concrete, plaster, tile over a mud bed. Needs specialty drying and the longest schedules.
How this plays out in Mission Viejo
Most losses here start as Category 1 — a copper pinhole, a supply line, a water heater. The variable is how long they run. A slab leak weeping for weeks under a floor is Category 1 water that has been in contact with soil and building materials long enough to be treated as considerably worse.
The Category 3 work splits between two sources: sewer laterals with root intrusion in the older tracts, and storm water in the canyon-adjacent and slope-below neighbourhoods. Both are contaminated from the outset, and both need the full protocol regardless of how modest the volume looks.

Who decides the category?
The restoration contractor, at inspection, based on the source, the elapsed time, what the water has contacted, and the condition of materials. It should be documented with reasoning, and you are entitled to ask how it was determined.
Can a category be downgraded?
No. Categories only degrade with time and contact. Once water is classified as Category 3, that is the protocol for the job — cleaning it does not return it to Category 1.
Does category affect my insurance claim?
Substantially. It drives the scope, the cost, and often the coverage analysis. Category 3 losses cost more because more material has to leave the building, and sewer backup specifically requires an endorsement most policies do not include by default.

We state the category and the reasoning behind it in writing on every scope, because it is also the line item an adjuster is most likely to question — and a stated basis is far easier to defend than an assertion.
