California’s Water Heater Strapping Law and the Risk in Your Garage

An unstrapped water heater turns an earthquake into a flood. California has required bracing for decades, and we still find tanks held by one loose strap.

California requires water heaters to be braced with two straps — one in the upper third of the tank, one in the lower third, kept clear of the controls. It is a seismic requirement, checked at point of sale. It does not stop a tank failing from age, which is what actually floods most garages.

A full water heater is a tall, heavy, top-loaded cylinder standing on a smooth concrete floor with rigid pipes attached to it. Shake the building and it wants to walk, tip, or rotate.

When it does, the connections shear. What was an earthquake becomes an earthquake plus forty to eighty gallons on your garage slab, plus a gas line that may have been torn from a tank now leaning against a wall.

What California requires

California Health and Safety Code section 19211 requires water heaters to be braced, anchored or strapped to resist falling or horizontal displacement due to earthquake motion, and places that responsibility on the property owner.

It also comes into play at the point of sale on residential property, and it applies to replacements — a new heater has to be installed with compliant bracing.

The California Plumbing Code sets out the technical requirements. In practice, the standard installation is two straps: one within the upper third of the tank and one within the lower third, with the lower strap positioned a minimum distance above the controls, anchored into structure rather than into drywall alone.

How to check yours in two minutes

  1. Count the straps. There should be two — upper third and lower third of the tank.
  2. Check what they are anchored into. They should be fixed into wall studs or masonry, not into drywall or a thin panel. Push firmly and see whether the anchor moves.
  3. Check the tension. Straps should be snug against the tank with no slack. A strap you can slide a hand behind is not doing much.
  4. Check the material. Proper seismic strapping is heavy-gauge metal or an approved strapping kit, not plumber’s tape or a ratchet strap.
  5. Check clearance to combustibles and that the tank sits on an appropriate base.
  6. Look at the flexible connectors on water and gas. Rigid pipe direct to a moving tank is what shears.

Why this matters more in Orange County

Two local factors compound the risk. Nearly every home here puts the water heater in an attached garage — so a failure is a garage flood next to a shared wall with conditioned living space, and it happens on a slab that stores most of the household’s belongings.

And hard water shortens tank life. Sediment accumulates in the bottom and the sacrificial anode is consumed faster, so a heater that might see fifteen years elsewhere frequently gives up at ten to twelve here. Older tanks are more corroded, and a corroded tank that is also unrestrained is the worst combination.

Strapping is necessary but not sufficient

Bracing stops the tank moving. It does nothing about the tank simply failing from age, which is the far more common event.

The complete set of measures is short and worth doing all at once.

  • Two compliant straps, anchored into structure.
  • Flexible water connectors and a flexible gas connector, so movement does not shear rigid pipe.
  • A drain pan under the tank, piped to the exterior. A pan with nowhere to drain simply overflows later.
  • A leak sensor on the garage floor beside the tank, ideally one that alerts your phone.
  • A functioning temperature and pressure relief valve with its discharge pipe correctly routed.
  • Replacement at ten to twelve years in this water, planned rather than reactive.

What we see when one lets go

The pattern is consistent. Forty to eighty gallons across the garage slab, contents on the floor soaked, and — because many Mission Viejo garage slabs do not actually drain toward the door — a significant proportion of it under the interior door into a hallway or a downstairs room.

Then the part everybody misses: the shared wall. The garage-to-house wall is a fire-rated assembly, and its drywall sits on a bottom plate at floor level. Water wicks up into a cavity that opens onto conditioned living space on the other side. From the garage it looks like a slightly damp bit of drywall; three weeks later it is a smell in the house.

Restoration means extraction, contents triage and documentation, opening and drying the wall base, and putting the fire-rated assembly back to code rather than simply patching it.

Water damage from a sudden tank failure is generally covered under a standard California homeowners policy. The heater itself typically is not — policies cover the damage caused rather than the appliance.

Earthquake damage is a separate matter entirely. Standard homeowners policies exclude earthquake; that requires a separate policy or endorsement. Whether a specific claim after a seismic event is treated as earthquake damage or as sudden water discharge is a question for your carrier, and it is another reason to make sure the bracing is right rather than relying on how a claim might be characterised.
